Our Minister said recently that that our esteemed Universities never participated in the Times Ranking since as these institutes were made into research Universities in 2007.

I wonder why was that, in the 2009 THE Ranking, one of our esteemed University made it to the top 200?
Maybe was it because UM was not a research U in 2009 and is now?
